Puerto Rico government bids

Puerto Rico public bids, in one place.

152 bids open today from 34 official sources: agencies, municipalities and federal buyers. This is our only page in English; the rest of Subaviso is in Spanish.

What is Subaviso?

Subaviso is a Puerto Rico service that collects public bid notices (subastas) and requests for proposals from Puerto Rico agencies, municipalities, public corporations and federal buyers, each with its official source, its key date and its status. It checks 34 official sources twice a day. It does not represent any government entity: the official notice and bid documents govern every process.

Which sources does Subaviso cover?

The central government's Registro Único de Subastas (RUS), the General Services Administration (ASG), municipal bid portals, the University of Puerto Rico, public corporations, and SAM.gov notices performed in Puerto Rico. The full list, with when each source was last read, is on the coverage page, in Spanish.

How do government bids work in Puerto Rico?

The ASG is the only entity authorized to buy goods, works and non-professional services for the central government (Article 24 of Act 73-2019), and its notices go to the RUS (Article 10). Formal bids start above $250,000 (Article 31). Municipalities buy under their own Municipal Code, Act 107-2020 and publish on their own portals.

Do I need to register to bid?

For the central government, yes. Goods, works and non-professional services require the RUL; professional services, the RUP. Both are filed at registros.asg.pr.gov; the RUL certification lasts up to a year and its fee was at most $450 on September 19, 2026. Several municipalities keep their own supplier registries.

What language are the bid documents in?

Almost always Spanish: notices, bid documents, addenda, pre-bid meetings and award notices. Some projects funded by federal recovery money or run by utilities publish in English. Read the bid documents for the language of questions and proposals, and plan for translation before the pre-bid meeting, not after.

Where do I find federal contracts in Puerto Rico?

On SAM.gov, where federal agencies publish their solicitations and where registration and the Unique Entity ID are free. Local projects paid with FEMA funds are bid by the municipality or agency, under federal procurement rules (2 CFR 200) on top of local law: our guide on FEMA and COR3 bids explains what changes, in Spanish.

Are alerts and plans available in English?

No. The free email alerts and the plans ($49 a month or a $20 pass for 12 hours, sales tax included) are in Spanish, as are the notices themselves; there is no English version and no support in English. Notice titles keep the language the entity used, so English titles show up as they were published.
